Abstract: The military legacy of socialism put a heavy burden on the transition economies and their societies at large. When socialism came to an end, the armed forces became a part of the transition process -both objects and subjects at the same time. During transition, the military was affected by shifts in political, economic and financial priorities. Not only did its role in the political system alter from being a cornerstone of socialism to being merely one of the many competing bureaucratic and social interest groups, but most military functions that had emanated from this Cold War role were devalued. Thus, while the Central Eastern European countries have been forced to reduce their armed forces dramatically over the last decade, changes in the composition of armed forces must be seen as part of an overarching restructuring process.
Abstract: The first part of this publication focuses on the demand side of small arms issues in the Horn of Africa region. The second part is composed of the findings of fourexploratory field research studies commissioned by SALIGAD. The studies were based on questionnaires and focused group interviews. They involved communities, as in the case of Kenya, and government officials, as in the case of Gambella. In all studies, a method for gathering information was developed and tools such as questionnaires and interview outlines designed in order to collect data. Most of the information gathered is primary data in as much as stakeholders, opinion leaders and people involved in the subject matter were interviewed. By staying in the area for several days or weeks the authors also applied 'non-participatory observation'. The studies are complemented by a list of references.
Abstract: Although disasters are quick to strike, their consequences can be long to remedy and can linger on for months and years. The extent to which their effects increase inherent inequalities in life and society is to a significant extent a question of how governments and humanitarian actors integrate human rights into their disaster preparedness and response. To promote and facilitate a rights-based approach to disaster relief, the InterAgency Standing Committee (IASC) adopted Operational Guidelines on Protecting Persons in Natural Disasters in June 2006. This Pilot Manual has been drafted to accompany the Operational Guidelines. It intends to help people in the field to understand the human rights dimensions of their work in disaster response while giving them practical examples and operational steps about how some of these seemingly abstract concepts may be implemented.
Abstract: Five years after the U.S.-led coalition initiated its attack on al Qaeda training camps and the Taliban government in Afghanistan, peace is yet to be won. The rapid collapse of the Taliban regime created a security vacuum in vast parts of the country that was soon filled by local warlords and mid-level commanders. The lack of international military presence in the periphery, especially in the South, provided a safe haven for the retreating Taliban to rebuild and expand their power base. In May of 2007, the International Security Assistance Force, led by NATO, took over coordination of international activities in Afghanistan. Transitional power sharing and coordination, along with the tactical, logistical, and managerial necessities of the mission, introduced novel challenges. In addition to these organizational shifts, International Security Assistance Force (ISAF) forces have been continually challenged by the Taliban-led insurgency in southern and eastern Afghanistan, illicit opium production, undeveloped security structures, lack of political control in the provinces, and large-scale corruption within governmental institutions.
Abstract: More than seven years after the signing of the Arusha Peace Accords, the Burundi police does not meet expectations because its personnel is not integrated and it lacks effective accountability mechanisms. The National Police of Burundi (NPB) accepted personnel from various armed groups that signed the Arusha Peace Accords or subsequent agreements, resulting in a growth to a 20,000-member force from the original 2,000-member force since 2000. The Burundi Government is not in a position to know the exact number or identities of all officers and does not fully control all police personnel. Burundians cannot know for certain who is a police officer and who is not.
Abstract: In order to adorn the twilight of his presidency with a success story in his self-proclaimed ‘War on Terror’, President Bush should implement a high-intensity, Fast Track policy for Somalia and Somaliland that pushes the former towards stability and rewards the latter for its significant achievements over the past decade. Fast tracking Somaliland recognition will send a shock wave to Somalia, and send a clear message that peace and prosperity can be rewarded without the need to use overpowering military force. To date, efforts to resolve the crisis that has blighted Somalia have been half hearted and misconceived. Meanwhile, the Horn of Africa’s beacon of stability – Somaliland – continues to toil in relative anonymity, receiving little recognition for its remarkable progress towards creating a viable, stand-alone state. Somaliland has succeeded where the TFG has failed because it possesses precisely those attributes that Somalia lacks: democratically elected institutions with domestic legitimacy, institutions that serve as a repository of nationalism and sovereignty etc. Fighting terrorism is therefore a domestic priority (it was enshrined in the constitution long before 9/11) since extremist violence threatens the institutions of statehood and the common aspiration to international recognition.
Abstract: Today we turn our attention to a region that defense experts have singled out as perhaps the most likely launching point of a future Al Qaeda terrorist strike. The tribal regions of Pakistan provide safe haven for thousands of militants and terrorists who seek not only to destabilize Pakistan and neighboring Afghanistan, but who also plan attacks around the globe. For this reason, I believe it’s imperative that we review U.S. foreign policy toward Pakistan to find out what is working, what is not, and how a new Administration should approach this critical region. With new civilian and military leadership in Pakistan, we now have a chance to establish a sustainable and mutually beneficial bilateral relationship; a relationship that recognizes how unfettered extremism poses a threat to Pakistan, its neighbors, and the world; a relationship that focuses on economic and development assistance not as an afterthought but as the necessary foundation to promote long-term growth; and a relationship that adheres to the values that both of our nations inherently share – bolstering forces of moderation, holding dear the principles of democracy, and promoting peace and prosperity throughout Pakistan.
Abstract: t is an honor to appear before you today to address one of the most pressing and emergent issues we face as a nation. One which for too long has been hidden by our focus and concentration on other issues in the region and beyond. In recognition of the growing crisis in Afghanistan and its relationship to Pakistan, three major American organizations each carried out studies of what was happening and what needs to be done to deal with the problems. It is no accident that the issue is so exigent that when the three organizations gathered to discuss their reports, they immediately agreed to issue their reports together and to join forces in their presentations. That was done on January 30, 2008. Today’s hearing gives me a chance to highlight aspects of the report I had the welcome pleasure of co-chairing with General James Jones, former NATO SACEUR and US Combatant Commander in Europe.

Unlike traditional peacekeeping operations, which focus on preventing a resumption of hostilities, state reconstruction focuses on restoring the state’s monopoly over the means of coercion. local administration, national armies, police forces, judiciaries, etc.), the promotion of political participation (e.g., the holding of elections) and human
rights, the provision of social services, and economic recovery.

monitors monitored census enumeration in 25 States. SAF and SPLA lift restriction on UNMIS for 14 days to verify allegations of new troop reinforcements in Abyei. Meanwhile, all three migration corridors through Sector VI have now been covered by Dinka-Misseriya agreements. Volatility in the Three Areas forced suspension of north-south return movements, while the number of refugees repatriated from Uganda exceeded benchmarks. Blue Nile Assessment and Evaluation Commission toured the State to assess efforts by SPLM and NCP towards CPA implementation.
Abstract: Lord’s Resistance Army leader Joseph Kony’s failure to sign a peace deal in April drove a nail into the coffin of the Juba peace process—a process that is grinding to an unsuccessful end.[1] The talks have certainly contributed to northern Uganda’s current state of relative peace and created a mechanism to address tensions between the people in the North and the southern-dominated government in Kampala. But without real leverage and without a direct channel of negotiations to Kony himself, the LRA leader has exploited this last year of negotiations to stave off international pressure, collect food and money from the mediators and donors, and buy time to abduct, train, and equip new combatants. Another meeting with the LRA high command and the mediators set for May 10 looks like it will just be more of the same.

Comme pour les massacres de civils revendiqués par le GIA (Groupement islamique armé) durant la guerre civile, des doutes sont formulés aujourd’hui sur les attentats-suicides. Pour certains, les groupes terroristes sont infiltrés par les services de renseignement qui les manipulent, pour d’autres, les groupes terroristes sont des créations des services de renseignements!
Abstract: Considérant la faiblesse du Programme d’action en vue de prévenir, combattre et éliminer le commerce illicite des armes légères sous tous ses aspects adopté en 2001 par les Nations unies, la Conférence d’examen cherchant à analyser l’implantation effective de ce Programme d’action, qui s’est déroulée du 26 juin au 7 juillet 2006, constituait une opportunité unique de renforcer l’offensive de la communauté internationale envers la prolifération des armes légères et de petit calibre (ALPC). Cette Conférence d’examen s’est toutefois soldée par un échec puisque les diverses délégations étatiques se sont vues dans l’incapacité d’élaborer un consensus autour d’une possible déclaration finale. Tout en mettant l’accent sur les visions canadienne et américaine de la problématique des ALPC, cet article tente d’analyser les trois enjeux qui provoquent davantage de résistance, soit la mise en place de normes internationales qui régissent les transferts d’armes conventionnelles basées sur des considérations humanitaires, l’établissement de principes globaux pour la législation nationale relative à la possession civile d’ALPC et l’émergence d’une approche axée sur la réduction de la demande via des objectifs de développement et de renforcement de la sécurité.

Abstract: A cyclone in Myanmar last weekend has so far left tens of thousands dead and missing and many more homeless, exposing the vulnerabilities of a repressed population under an isolationist military regime. Even while the government sought international aid, its resistance to allowing entry to Western agencies has resulted in a delay in relief efforts (BBC). Daily estimates of the death toll have mounted, with a U.S. diplomat saying the number of fatalities could rise up to 100,000 (WashPost).
Abstract: Le Programme multi-pays de démobilisation et de réintégration (MDRP) est une initiative, menée par plusieurs organismes, qui apporte un appui à la démobilisation et la réintégration des ex-combattants dans la Région élargie des Grands Lacs, en Afrique Centrale. Le MDRP est le programme le plus important de cette nature dans le monde et l'on estime qu'il vise actuellement à atteindre 450.000 ex-combattants dans sept pays : l'Angola, le Burundi, l'Ouganda, la République centrafricaine, la République Démocratique du Congo, la République du Congo et le Rwanda.
Abstract: La réintégration est le processus personnel au cours duquel les ex-combattants quittent leurs unités de combat pour rejoindre et être acceptés par les groupes sociaux civils, comme les familles ou les communautés. Le processus peut être complexe et profondément personnel, suivant un calendrier individuel et opérant à différents niveaux sociaux, économiques et psychologiques. Il a été démontré que lʼappui à la réintégration des ex-combattants constitue un élément crucial du processus de désarmement, démobilisation et réintégration (DDR) et contribue à la réussite de la transition vers la paix.
Abstract: Alors même que la ville méridionale chinoise de Shenzen servait de cadre à une reprise du “dialogue” entre des représentants du gouvernement de la République Populaire de Chine et des émissaires de sa Sainteté le Dalaï Lama, icône du peuple tibétain, que le Président chinois Hu Jintao mettait en ordre ses dossiers bilatéraux avant de s’envoler (mardi 6 mai) pour un déplacement « historique » dans l’archipel nippon, un puissant cyclone se dirigeait depuis la baie du Bengale vers le sud-ouest de la Birmanie. Ses rafales de vent destructrices (jusqu’à 240 km/h) frappèrent samedi et dimanche de larges pans du territoire, semant du delta de l’Irrawaddy à la capitale commerciale Yangon, chaos, drame et désolation. Alors que le bilan des disparus demeure provisoire, les victimes du cyclone Nargis se compteraient déjà par dizaines de milliers : au bas mot 15 000 morts et 30 000 disparus ; bien davantage, selon le propos de divers observateurs (cf. ministre thaïlandais des Affaires étrangères), redoutant que cet état des lieux ne s’alourdisse considérablement dès lors que l’accès à diverses zones jusqu’alors impénétrables deviendra possible. Une tragédie nationale comme le pays n’en a pas connu. La pire qu’ait souffert l’Asie depuis le tsunami de décembre 2004 (180 000 morts).
Abstract: Il s'est trouvé de nombreux commentateurs, ces dernières semaines, pour souligner les inflexions pro-européennes adoptées récemment par le Premier ministre britannique, Gordon Brown - la visite d'Etat du président français, les 26 et 27 mars 2008, ayant permis de braquer les projecteurs sur l'actuel résident du 10 Downing Street et sur sa vision de la construction européenne.
Traditionnellement présenté comme " eurosceptique ", voire indifférent aux affaires européennes, lorsqu'il était Chancelier de l'Echiquier (1997-2007), le leader travailliste aurait fait montre, depuis quelques semaines, d'une certaine bienveillance à l'égard du processus européen, n'hésitant pas à vanter les mérites de l'UE et l'intérêt du Royaume-Uni à en être membre - le processus
interne de ratification du traité de Lisbonne y est certainement pour quelque chose.
Abstract: Valérie Niquet a présenté l’année 2008 comme une année cruciale pour la Chine, marquée par deux événements d’ampleur, les Jeux Olympiques (dont les dirigeants ont fait une priorité politique) et le 30e anniversaire des réformes de Deng Xiaoping. Leur organisation a été confiée au même homme, le vice-président Xi Jinping, héritier probable de Hu Jintao en 2012. Un autre événement de grande importance, éclipsé par les événements survenus au Tibet, a été la tenue au mois de mars de la 11e Assemblée Populaire Nationale (APN) au cours de laquelle le mot d’ordre a été la stabilité. L’oratrice s’est alors proposé de dresser un tableau de la situation politique actuelle de la Chine, en perspective des échéances de 2008.
